History of the Fund

The Fund was established on September 13, 1994, as a result of a Collective Bargaining agreement between Local 95 CSAEU-AFSCME (the Union) and the New York City Head Start Sponsoring Board Council (the Council) on behalf of the unionized employees employed by the participating employer agencies of New York City’s Head Start delegate agencies.

The Fund has been established for the sole purpose of providing and maintaining benefits for Head Start employees covered under the collective bargaining agreement.

Our Mission:

“The mission of the District Council 1707, Local 95 Head Start Employees Welfare Fund is in a fiscally prudent manner to administer, develop and expand health and welfare benefits to achieve parity with other child care professionals.”
